Frozen heart should be reworked into an item similar to the Maw of Malmortius.
That works against physical damaging champions. And since the Maw of Malmortius gives a purple/pink shield this one could give a blue shield.

No. It's the only tank item that gives potent defense against AA oriented champs.
So... Sterak's Gage. Works against Physical dmg. Is an item to defend against physical assassins.
There should be one like that, but not replacing frozen heart
