Ashe's AA slows, it's the perfect chase mechanism. why do you think she needs more mobility?
Ashe is a traditional marksman she is fine as she is, maybe she needs something new on E and passive but that is all, she was designed as Imobile marksman since the very start.
ashe has a pretty good kit actually. my biggest gripe about her is her passive. she has 600 range and a permaslow to make up for her lower mobility.
