Cinderhulk Enforcing a New Meta? (New Lanes)

With the popularity of top lane smiters and the Cinderhulk rush, I have a theory regarding the meta for lanes. Bottom lane is the only duo lane in the game because of many factors including dragon control. My theory is that because of how important the dragon objective is now, the smite top laners will switch lanes with the marksman and strive in a duo lane with the support. This would leave the marksman alone but allow a double smite from the jungler and smite-bruiser to secure dragons. What do you think?
