True ranked story

Every soraka support i get as an adc is a total passive player who only heals me (not a single q , not a single e on enemy early) and hits my minions in a weird way so that i miss few of them in first few minutes of the game. Not that i didn't saw good silver sorakas, just not on my side

well, i dont report players when they just play bad but should i call an exorcist?

Now don't shoot me for this. But what if it's you? The way you play your adc lane doesn't allow for Soraka to make any sort of aggressive plays? Try mimicking the way the enemy adc plays when they have a soraka that pokes and stuff, and see if your soraka changes their playstyle as well :D.

Or you know, none of what i said is true. And you need to call an exorcist. i recommend Thresh. He traps souls nicely within his lantern so that none of the evil souls that walk the rift will haunt you any longer.

Poking with Q usually isn't worth the risk (it basically does no damage anyway), especially if you're up against the likes of Blitz/Thresh/etc. E should typically be saved for protecting the adc from all-ins or as a follow-up to other CC, although there is also the odd occasion where it can be used to block off an enemy's retreat.
