So my friend recently changed his name to something he always wanted finally because, the story goes that he loves this name and for whatever reason one day he decided to change it and he regretted his decision on changing it and decided to change it back to how the name was before but then suddenly he tells me a guy took his name 3 days later and he got a little upset. The person who stole his name made a level 1 account and never leveled it. He messaged the person but that person said to pay him $20 for that name but he didnt so he tried emailing Riot asking if they can give him the name but replied saying they couldnt cause the account was still active. So months have past and just yesterday he changed it to his desired name. Now my question is will accounts expire if they are not leveled or did my friend actually pay the guy to get his name back? P.S. can Riot move rare skins to other accounts of the person shows enough proof that they are the original owners of those accounts?

Accounts do not have set expiry dates, but Riot sometimes will do sweeps of old accounts to clear out their names for use. That usually only happens for several years inactive accounts though. If it really only has been a few months, it's possible that Riot just chose that account to be included because of his support ticket.

Basically names will be removed but the account will still be active. Once it is deemed to be inactive the name will be removed, but the account is still there. That account will get assigned a name consisting of a large sequence of numbers (if I recall correctly).

I've been camping two summoner names since I started playing - both accounts are rarely active, but active enough that the clean up doesn't catch them... I bide my time....

It's not stealing, the moment your friend changed his summoner name it's no longer his.
