LP DECAY

I personally feel as if the fast paced action of league revolving around rank and skill is the focus of the game. If this is true why isnt decay occuring faster to make sure the people who continuously are trying to climb do so people have a better accuracy of their rank among peers. Instead we get people who sit on their rank and play maybe one game of ranked mindset every 3weeks.
