why is eu so toxic?

From what ive heard eu is the most toxic region there is and it seems that way from watching eu streams and the fact when you here about pros getting fines/bans its almost always eu players such as forg1ven or incarnation or even the guy that got banned from worlds because of racist ign. ive also noticed on the boards the most toxic post/replies tend to be from eu people. so why so toxic?
