Is it just your fps or the ping? my ping jumps from 81-~800 withing 3-5 seconds, causing a serious delay between actions.

No but others I know are. Depends where you live I suppose. Also seem to start right after 5.8. Or this weekend. Comcast had issues that shut down me TV for several hours and this could have extended far beyond just Comcast.
