i understand perfectly well why they arent permanent in normal mode, but i dont understand why not for customs. if anyone knows or has seen a rioter's reason for this, please let me know

They stated that if temporary game modes were to be permanent they would have to focus more on balancing them / updating the game modes etc. as well as having these modes become stale and boring if they were permanent which would just end up like another dominion as well as what you said, a lot of people early on with them being released would impact other game modes simply cause nobody is doing them.
Tl ; dr version is too much work for something that most likely won't last
I Main Swain1 votesthat would be the case if they made it a queue, but if they made it a custom i dont think theyd really have to worry about keeping it balanced almost at all, and as far as people getting bored with it goes, it's unlikely people will spam it much if its a custom
