Low level tournaments

As someone who has played ranked a few season's now, I understand that I am not the best player and as a casual gamer I don't expect that I should be great. The problem I have is that any time I look for prized events to participate in I find numerous ones that require 5-7 players to have for a team. I don't have that many friends and I don't want to play with random people that I find to fill the slots. I know that there isn't really a solution to this problem as the main type of play is SR and you need subs incase a teammate doesn't show up, but I wanted a chance to share my frustration and hope that I am not alone in this.

On a side note I have been thinking about trying to get help from some event organizers to set up something 3v3 and for low level people, if I made an attempt to speak with some of the organizers would people be interested in giving a shot at the 3v3 tourneys.

I've had a slight bit of experience in League Tournies. Try looking for ones with an 'agent' system, where you can sign up as a 'free agent' which acts like a gun-for-hire if a team needs a sub. If there's a surplus the organizing end can actually forma team out the extras. My team dealt a little with that in SoloTopGaming's first ever tourny.

Tournies for specifically low-level players are difficult because there's always the problem of higher level players smurfing just to get some easy money (as is what happened on SoloTop's Tourny that I was in, not fun). So my best suggestion is to stick with getting official Riot approval and the associated Riot Points and Trumphant Ryze Skin that comes with it, so you don't have more than the usual temptation. Beyond that, I would also suggest to be careful with the amount of Gold players that are able to participate, as Gold players tend to be where some very good players (that should probably be in high plat) simply stop climbing because the end-season rewards are good enough. Of course, this is assuming by 'low-level players' you mean bronze-silver rank.

Also, for a tourny you'll probably also want a shoutcaster unless you would like to do it yourself. You can find one in the College of Casting facebook page. Here's the Request Form if you want to save some time. They're some cool people there, and I know a few people who would love the opportunity to help out (and practice in an actual tourny), myself included (although I have not had any actual experience, lack of opportunity and what not.)
