Skarner and teemo. I like skarner a bit more because of his low cd ult

Skarner isn't super popular but this isn't because he isn't strong, it is because many people don't enjoy playing him. So the reason that he is "Off meta" right now is less because he doesn't do well and more because he isn't so strong that people are willing to play him even though they don't overly enjoy playing him
