Summoner's rift 5v5 Every 2 minutes or so, a new buff or nerf comes into play which lasts until the next one. The buffs could affect champions, minions, towers... Anything really The game would be broken in a fun urf way.

There would need to be enough different ones that you could not expect to get a certain one.

Some examples: In river +40 movespeed While near enemy champions 50% slow Flash goes twice the distance and has a 1 min cool down All damage becomes bleed damage over a ridiculous 10 seconds Bard chimes appear for everyone Dragon gives additional 500 gold Scuttle crab speed aura also grants invisibility Baron deals half damage Recall twice as fast and jump back to the recall location by pushing B Wards see 3 times as far Champions regenerate health for dancing under enemy turret Next 3 buffs stack with previous Abilities heal allies Minions deal double damage Minions gain double health and movespeed Teemo shrooms appear randomly River grants health and mana regen Laughing near an enemy heals but slows you Double health and mana regen Towers regenerate health and fire faster Rek sai tunnels and bard wormholes appear on the map That everyone can use Entire map revealed Killing a unit grants 1.5 second invincibility croud control lasts twice as long but also grants armor and magic resist No death penalty - no exp, gold and instant respawn time You can repair you own structures slowly Turret range tripled (with range indicator) Every basic attack critically strikes Knock ups and knock backs go twice the distance You leave a trail of poison Behring when you walk Trinkets get a 10 second cooldown First AA against a new target stuns Every 10 seconds without being hit gain a small sheild Portion of any damage is reflected back (including from minions!) Higher movespeed at lower percent health

Just a few examples I can think of right off. Some would be easier to implement than others of course, but you get the idea. I think it would be very fun in a urf way.
