Has Riot ever considered selling particle packs to re-skin particles on cheaper skins?

With the release of the prehistoric skins, I felt a little disappointed because prehistoric Anivia only had her model and passive changed and all the rest of her abilities and voice were the same. So I got to thinking, what if Riot sold particle packs that re-skinned the particles for 225(for 975 total RP w/ skin) or even 600 RP if they're really nice(1350 RP total w/ skin)?

Personally, I would rather pay more for a quality skin than pay a little for a cheap skin, but I realize that not everyone feels that way, and if Riot implemented this feature it would allow for both kinds of people to get their way; people that don't want to spend a lot can just opt for the model re-skin at a low price, and everyone else can opt for the skin + particles and whatnot and pay as if it were any other 975 or 1350 skin. Ultimately, the prices wouldn't change, rather, you get to choose how much you want and pay accordingly. It would also ensure that no great idea is ever trapped as a low-priced skin and doomed to never being truly explored as an idea.

In addition to that, it also opens up a small amount of customization that may be able to be expanded upon in the future. Who knows, with some support for this idea maybe it could evolve to there being multiple particle options for every champion in the future for you to choose from, or multiple voice over changes, etc. Eventually allowing you to mix and match a model with the particles and voice over you want by selecting the appropriate packs and essentially building a skin out of the pieces Riot gives you. In my mind nothing would be priced too high, but rather after buying all the pieces the price would resemble current price skins based on the quality of things that you buy.

Tell me what you guys think, to me it seems like it would expand skin availability to pretty much everyone, and I'm not gonna say that the idea of that last part doesn't have me giddy.
