Main Point:

So, awhile ago (Team Builder days) I offered up the idea that people who fill should receive a small amount of bonus IP, and it got some support, but not enough to really get noticed. Just a small change that could have a dramatic effect on queue times; Anybody who doesn't particularly care what they play, or are saving up to buy something with IP and would like to get there quicker can fill for a few games. If they do, things get better, if they don't, things don't get any worse. The mechanic for bonus IP gain already exists in boosts, so applying it to the fill role and the role that has +50% queue speed (since they're the same thing) doesn't seem like it would be a stretch, and it's not like giving someone a little extra IP per game for improving other players' experience is going to destroy the game.

tl;dr: Give a little extra IP to people who fill, because filling is a nice thing and it helps everyone.

** Counter argument & Rebuttal:**

The biggest argument against it that I can think of is that it hurts their model of monetizing peoples' impatience by allowing people to accrue IP faster and therefore not spending money on RP for those champions. This is countered by two things: the first is that people who work regularly, who I assume are the most likely to spend money on RP, since they lack the time and have the money, do not have the time to grind IP anyway, and they will probably spend their daily game(s) playing what they want rather than filling, and the second is that a greater pool of champions equals a greater pool of available skins to purchase, so in that respect allowing players to gain IP slightly faster, and therefore gain champions slightly faster, could just mean that that money that would've went to a champion instead goes to a skin for that or another champion. There are, at the time of this post, 485 available skins in the store, so throw all of the hidden skins(that will reappear), harrowing skins, and snowdown skins on top of that, and there's probably around $5000 worth of skins available, a plenty big hole for people to dump money into.

tl;dr: Lost income is minimal.
