When I hit the upvote button, nothing happens

But when I hit the downvote button:

"So sad summoner 3 .... You are not authorized"

Am I the only one who gets this annoying shit in certain threads (mostly troll threads)? It's as if Riot is just promoting a non-downvote Boards or something.

I have no idea how it works, but I've seen it before. I'm guessing it's something to do with your upvote/downvote to posting ratio, or perhaps your own upvote/downvotes. I haven't seen it for a while, but I stopped using it as much as I did before. I also post more often.
