Question: Are we still in the Tank Meta?

I mean, Cinderhulk has been nerfed several times, until it looks like a slightly buffed Juggernaut jungle item, with the addition of an extra 50-100 HP & Sunfire effect. Everytime when I used to play tank junglers like Sion/Sejuani/Tahm Kench, all I can remember about it is that it only provided me 400(+50-100) HP, and that's not even an impressive amount I'm expecting. Are we still in the middle of the feared Tank Meta? Cz I don't see it anymore. Even now, nobody brings top lane anymore.
