Why can't we report in champ select?

People troll here all the time, and the ones who suffer for it are the people they get matched up with. They troll the hell out of the team because they don't like something(or just for the hell of it I guess), someone dodges because they justifiably don't want to just give up a ranked game that easily, and the troll gets off completely scott-free, while the generous person who dodged eats a penalty.

How is this even remotely fair?
