is there a reason why if your plat in teams but not in solo queue
that you didn't get the sivir skin or a plat border? i thought you did...but a friend of mine got plat in ranked threes but has a silver border from solo queue...

If he didn't play the required 10 wins on that team or was kicked from the team, then he won't get rewards from it. I believe there's also a bug that is making people with multiple borders display the wrong one (not sure if they fixed it).

The different loading screen borders you earn will be visible depending on the queue you are currently playing. Below is a breakdown:
Normal Summoner's Rift - Best of Ranked Solo or Ranked 5s Normal Twister Treeline - Best of Ranked Solo or Ranked 3s Normal Dominion - Best of any queue ARAM 5v5 - Best of any queue Ranked Solo - Ranked Solo Ranked Team 5v5 - Ranked 5s Ranked Team 3v3 - Ranked 3s Co-op vs. AI Summoner's Rift - Best of Ranked Solo or Ranked 5s Co-op vs. AI Twister Treeline - Best of Ranked Solo or Ranked 3s Co-op vs. AI Dominion - Best of Ranked Solo or Ranked 5s Custom - Best of any queue
You should still get the Sivir skin, but the border that shows depends on the queue you enter. Since your friend got plat in ranked 3's, the plat border will not show when playing in Summoner's Rift, but it should show in any other queue since it is the highest border that he has achieved.
good. Borders are mostly for solo que since kids like you guys can basically get boosted for rewards without doing anything actually meaningful at all. Makes it more deserving for the players that did earn gold+ (even though golds not that high) without having to play easier game modes or get carried by people or both.
