Send the uncensored picture to Riot in a support ticket and they will handle that for you. You won't get a fancy pop up saying he got punished or anything (actually they are not allowed to tell you anything about it if you use the support ticket method) but you'll know they saw it and at the very least will keep an eye on him in the future.

If you ask me, they should ip ban him. He'll either have a smurf or 2 for backup already or just make a new account. Real life threats are unacceptable behavior in any game and some even contact local authorities if it's severe enough.
