Tracking banned account stats, rank, RP or skins etc

Is there any way to know how many accounts were banned that had any of the following: Discontinued skins like King Rammus or the OG CS Riven skin? How much unused RP/IP was on accounts, now perma-banned? What the most popular and least popular skin was for these toxic players? Their average rank? Would Riot ever consider releasing said information?
