There is no NDA. PBE information is freely shared.

If you read the PBE signup page, it says the PBE is for players to test declassified features; which would mean that classified data is not put out onto PBE.

You're free to broadcast from the PBE with your friends or while testing, though we won't typically provide direct feedback on your content. The best place to get your feedback to Rioters is on the PBE community, so be sure to stay in the loop there when testing.
