Crafting Replaces Starter RP?

I was playing with a friend earlier who is new to the game and I noticed that when they got to level 4 and 5 they didn't get the 400 RP per usual and just the free crafting stuff. So that got me wondering if that replaces the starter RP is all.

Yes. They changed it so that new players get a special crate with Ashe, Garen, a skin for each, and enough essence to craft a skin and champion
