I think the biggest issue is that he has no range now. Just his dash.
But that's still not enough, and I agree. Testing is needed.
But the loss of the ability to harass and CS at range is a fairly big hit to his lane safety.
Depending on his clear speed in the jungle with his new Q. I'm not sure he'll be a top lane champion anymore.
