Why is it possible to get skins you already own through Hextech Crafting

I understand that there needs to be some incentive to spending money on it at some point, but at least weight the chance of you opening something based on whether or not you own it. I should not be opening multiple skins I already own in a row. It makes me feel like I wasted all that time spent getting key fragments with arbitrarily low drop rates.
