RIOT So Staff of Flowing Water won't be in the preaseason?

Someone on Reddit posted a link to thelist of new items to be added in the preseason. was on the list,but I can't seem to find it on Surrat20 or RoG as an added item. Has it been canceled or will it be added sometime later?

It's either not officially been added on the PBE, or someone forgot to fully remove it when the rest of the Black Market Brawlers items were removed.

The reason it's been brought up without any official source is because the staff shows up when making item sets on the PBE, even though it's not available in game.
