Vaulted Skins

Do you think there should be a program that if you unlock all the skins currently available in your server that vaulted skins become available too? Maybe one random vaulted skin per month? Or all available at once? It seems so sad that there are some cool skins that are completely inaccessible. Black Alistar, Riot Singed, Pax Jax, Rusty Blitz... etc.

Some might think that players who originally got the skins would be losing out, but if a player went to the lengths of unlocking ALL skins, then clearly they are passionate about LoL. And obviously this wouldn't be available to many people...
