Minimum champion level requirement for ranked games?

I was curious what other people thought about having a minimum level requirement before playing champions in ranked games. We all have to play to get to level 30 before being able to play ranked at all, and when this requirement was first created, riot had not implemented champion levels into the game.

I feel like making sure someone is at least level 4 on a champ before playing it in ranked shows they at least have some level of familiarity, if not a bit of competence. I'm just tired of having my ranked games be someone's testing grounds because they happen to be at 0 LP tier 5 and it doesn't matter to them if we lose. It would also help for the times new champs are released. People tend to play them in ranked when they don't know the champ yet, and it leads to a bad time for everyone else.

What do you guys/gals think?

This seems like a pretty good idea. It'd stop the tide of Kayn insta-locks surging through the game right now but it would also mean that you wouldn't have a Yasuo mid vs an Annie who doesn't understand that Annie's W can't be blocked by a windwall and dies 14 times in 10 minutes.

I'm just curious as to what the arguments against this would be? I mean, surely by level 30 most people would have at least 10 champs at level 4 or more?

Should be in Gameplay or something like that and I also think it should be lvl 3 as some people just want to grind and not have to play norms for lvl 4
