Now hear me out on this, since Liandry's buff where it now gives more AP highly benefits Kat, and make the item somewhat worthwhile. At the same time, it gives +15 Magic Penetration and some HP as well as the burn passive. While the burn passive isn't super helpful, it increases her passive duration from 3 seconds to 6 seconds. This may not be too bad of an item for her right now due to bruisers and tanks.

The passive on the item seems effective on tanks on paper On Kat, it's pretty useless
If you're ahead 3 second thing shouldn't be a problem because you should be getting resets from killing squishies. If you're behind... maybe it's helpful?
I don't use either Liandry's or Rylai's on Kat. For her, it's all about damage.
Usually consisting on Luden's, Sorc Boots, Death Cap, Gunblade (Because W and Ult), Hourglass (Or Abyssal situationally) and Void Staff.
Liandry's and Rylai's works on mages, but not so much assassins. For assassins, it's about adding up the burst damage, not so much a measly gimmick such as those two. Assassins scoff at them. But that combo is most mages' best friend because of the DPS.
