When I report it's because I want the person to be advised by an impartial source that the way they're acting is wrong in the hopes they'll become a positive member of the community. I know they won't listen to me, but I am hoping they will listen to Riot.
The last thing I want is for Riot, or any company(other than Valve since I'll never play their games anyways so it doesn't really affect me what they do) to create a cesspool with no purpose other than causing toxicity to fester and breed.

Most of the community isn't toxic. Those of us who treat people well don't see much of it. I'm sorry that you do.
A punishment system that doesn't encourage reform is just throwing people to the wayside. This is not good for anyone as toxicity spreads. The more you encourage it to breed, the more it spreads to everywhere and the more people become problematic.
We should always be trying to encourage people to become constructive, rather than just writing people off as lost causes.

The reality is that online most people misbehave because they don't realize it MATTERS for them to do so. Nearly all online communities have cultivated the impression that it is okay. That's why it happens. It is our responsibility... so it is ALSO our responsibiliy to teach people the opposite.
We're all responsible for how bad it's gotten, so trying to blame the people who misbehave when we created the environment that allows them to is a bit dismissive and irresponsible.
I accept that responsibility and so does Riot. Regardless of how 'high horse' it sounds, it is all of our responsibility to ensure that people are not only AWARE that it is no longer acceptible, but have the time and opportunity to adapt to that as it has been decades where it was acceptible and it takes time for people to get used to it. Which means we have to take steps to ensure people have the chance to correct matters rather than just writing them off as 'unfixable'.

Anonymity isn't what makes people misbehave, it's the belief that it is acceptable. People misbehave because they get encouraged for it, they get satisfaction out of it, etc. Essentially, as a giant community - as a society, if you will - we ENFORCE the belief that it is okay to misbehave online. We have for 20 years now. THAT is why things are so bad in a lot of online communities. You look around and see people getting encouraged for trolling. That is what causes it. You look around and see people say things like the shit you say - things like 'we can't be held responsible for the effect our words have on others' - and that is what causes it. Why? Because it ENCOURAGES PEOPLE to DISREGARD OTHERS.
And what allows it to stay this way? The belief that the situation is hopeless. That all we can do is wash our hands of these people, that they're somehow beyond saving.
Regardless of what other gripes I may have with Riot, I have so much respect for the fact that they do not hold this belief. That they try so hard to improve the community... and that it WORKS so often. It's a great beacon of hope for those of us who want to see a day when people act like themselves online.
Yes, there's still a long way to go... but the only way we get there is by continuing to try to IMPROVE matters.
And that's why I don't consider anyone beyond hope. I don't consider anyone to be a 'bad apple' who deserves to just be gone. I have, personally, helped at least 3 people who were trolls learn that they'll have more fun if they don't do it. I MYSELF was a troll back ~10 years ago and changed my ways on my own(without punishment, btw). It's important. And if you keep dismissing it, then you ARE part of the problem. You're the type of dismissive person who will sabotage any efforts to try to improve matters.
And that's why I find it so repulsive dealing with you... but also why I can't stop replying. Because I hope that I can convince you.

Riot disagrees, and a lot of us agree with them. Permabanning is, again, saying 'you're hopeless' - it should only be used in the absolute most extreme of circumstances. Cases where a person has proven that they have no interest in being constructive. And you only prove that by ignoring attempts to make you constructive.

Then why the hell did Riot create Bronze and Silver mimicking a prison?

And thats not even an insult, its a legitimate truth. You have to be terrible.
Bronze was actually invented after silver was because there were so many players that were god awful in low silver mmr that were welled up at the bottom of the bracket 100-1,000 mmr that were stuck in silver. SO they made a place for these players. Bronze. It was actually invented to prevent new players from getting stuck in low elos because of these silver players that on a rare occasion would get paired with new players starting in unranked and then ruin this games on purpose to bring them down with them.
It was happening often enough to be a problem and therefor they invented and area where these players that were worse than others could learn together. Its the players that made the low elo a terrible place, not riot. Don't ever get this confused.
Its not hard to get out. Just play with people that actually understand the game in normals and when you find someone who's a higher elo. ASk them for advice on how to improve. Simple as that.
If this is your first moba you have A lot to learn before you're even viable for ranked.
