When will we be able to buy Champion shards with a set amount of ip?

I have heard rumors about the fact that we in the near future will be able to buy champion shards for 2000 - 3000 ip. First off I think this is a good decision made by you. When can we expect to see this be implemented onto the live servers?

Why would you want to buy champion shards? Just use the IP to buy the champion.
