Atleast Annie's flash tibbers combo uses a fairly long summoner spell cooldown. So, i think that's why Riot isn't inclined to do much about it.
LB is an assassin that can be killed early game and still do damage mid game.
Rengar does significantly less after an invade/counter gank that results in his death. He needs that extra "oo ur dead" as soon as he reveals himself.
Using a summoner and a combination of Annie's passive and ultimate IS healthy. Sure, it's easy to die to and hard to counter, but it's still healthy. If it needed a nerf, it would be nerfed.
