My theory is: Ziggs experiments with various types of explosives and since he's always grinning due to his maniacal genius, when the explosives go off some of the chemicals get on his teeth and have a positive side effect of shining his teeth. Negative side effects are still unknown.

So just because Ziggs has excellent personal hygiene he is now creepy? Yordles are furry, yes, but since when does having fur make you not allowed to have nice teeth? Chimps are furry as well, but their teeth look almost human, and this whole game is entirely made up to begin with, so whose to say that Yordles can't be furry and have a nice set of chompers? Heimer has nice teeth, Rumble has a small set, but his also look nice, Teemo and veigar never show their teeth, and Gnar is a prehistoric Yordle and his teeth look animalistic for that reason.
His teeth are like that in order to be cartoonish type.
