In almost all circumstances, you only use the absolute best of each kind of rune. You generally only use armor seals, magic resist glyphs or ad marks, never ever ad glyphs, never ever ap marks or armor glyphs. So, it's fairly ridiculous that something like a glyph of health regeneration costs 820 ip when it has less than half the benefit of a seal of regeneration which also costs 820. I can't think of any instance where I'd ever use that glyph. Maybe occasionally there's a few exceptions where you want armor marks because you're using health seals, or you want attack speed glpyhs because you have mr quintessence or something like that, but it's pretty rare, there's no reason for sub-optimal glyphs to cost as much as they do. If their prices were all cut in half it would also help new players more easily see what runes are worth the ip and not feel cheated and that league sucks when they finally find out they wasted their ip.

agreed i feel that each rune should do the same and only the "specialized runes should get a small added benefit.

You're not wrong. I think it's bulls that we have to do freaking league maths to get the best fully optimized rune pages. So much effort just to get a few extra stats of the same runes....
