No, 1990 is the last year one could have been born in to be considered a '90s kid. If you were born after that, you were in diapers and lacking in self-awareness for most of the decade. That's a baby, not a kid.

If you remember the Amanda show, Criss Cross, Moon Shoes and Skip It, Robin Williams's best movies, MC Lyte, Bill clinton, NES, Swat Kats, the Paw Paw bears, PB & J Otter, All That, and when MTV actually played music, you are a 90's kid.
