Ekko Release 5.10?
Will Ekko be immediately available when I install 5.10?
Dumb question, but I've been itching to throw money at Riot to make him happen.

Probably not. But it might literally be just a few minutes after it launches. It shouldn't take long either way unless they discover a major issue when trying to put him out.
Sometimes it is very fast, but more often there will be a delay. All that we know is that (assuming no game-breaking bugs are found) he will be available sometime between now and next patch. Usually champion releases are early in a patch cycle, as it is easier to fix the inevitable bugs that way, but it is not possible to give an exact time.
