Dude, it is still YOUR FAULT. You knew you were lagging right from the start after you turned on your laptop, yet you still got the stupid guts to continue playing the game with infinite misplaced timing, causing you to shiet up your other 4 teammates' fun and cooperation.
If it were me, I would admit it, but even for a simple problem like this, I will still report you for feeding.
If the lag is persistent and was already known before queuing up, yes it's their fault. But really, that's hardly ever the case. Intermittent and unexpected lag that wasn't even present in their last game 3 minutes ago is just as common, if not more so, and you can't blame them for it.
I just want you to know that if you keep reporting people just because they had lag, at the very least it will make your reports not count anymore.
When I have problems with lag that affect game play of team , this is what I do ..Would you report me ?
I tell team as soon as it happens
I shut up and keep playing
If I start doing bad I ask team " lagging bad, what can I do to help "
Then I do what is asked of me, even if it means staying back and killing minions
I do not go back into games until I fixed problem, usually doing a create a game to check ( and then I practice during said game )

Not gonna lie, I'm sure I'm not alone in experiencing the random game where my ping will dance into the 1000s and then back down to ~50-80 in less than 15 seconds. That can be crippling, especially if it keeps randomly happening, and didn't happen the other 9 games you have played that day.
I honestly don't feel poor connection is a good reason, as this could be something either out of their control, or a brand new problem. If this was a good reason to report, then Riot should be banned, as they go down frequently enough to know better.
