Chat filter always on fix.

So for me and a few friends chat filter has been stuck on on despite us turning it off. I assume others have the issue and so here you are.

1. Change chat filter to off in BOTH clients.

2. Goto the PersistedSettings file in the Config folder and set EnableChatFilters value to 0.

Edit: Someone has also told me you can just type /chatfilter in game. I don't know if this works however I assume it does as the person has no benefit from lying.
