You should probably swap his IP price with another mage that actually isn't complex to play (Because lets face it, this next rework will be just as complex a mess as the last 2-3). Most newbs will not have a hope of even coming close to decent Ryze play with his kit complexity and he should be shifted accordingly so that newbs will be more likely to get a different mage early on and not Ryze.

A good choice for such a swap may be to swap his price tag with Lux, as she's fairly simple while not being too expensive (At 3150 IP).
