Klepto rework to make it far more healthy/less abusable.

Current Klepto is a 0 CD Spellblade effect. This makes it have powerful abuse cases (anyone with an auto attack replacer on a low cooldown, such as Fiora's Q, GP's Q, Nasus's Q, or Illaoi's W for top lane examples, or Ezreal's Q for bot lane).

Why not just rework it into an Energized effect? This both gives it counterplay (Cooldown sets itself up and can be consumed on minions to no benefit fairly often in laning phase), equalizes it's use cases (Doesn't give most champions much of an advantage to using it compared to many others, it's pretty much normalized among everyone. Higher AS champs may just faintly end up stronger with it, or GP just because his Q is faintly better at proccing it than most melees, but he still has to plan around it rather than just pressing Q on cooldown on the enemy laner), and with it being far more normalized among champions, you don't have to worry about it being polarizing when used by a few champions (pretty much just the 5 I mentioned... I can't think of any other Klepto users/abusers anyway), but worthless on anyone else who can't abuse it.

What if they made it work like Ashe's old passive?

where for those who don't remember used to be: "ranger's focus-gain a stack of focus whenever you aren't attacking, at 100 stacks (the cap), your next auto becomes a crit, lose all focus on auto attack (your starting amount of focus is equal to your crit chance"

It was a really bad passive because an adc kinda needs to keep autoing minions to last hit and control the lane in general, but it was amazing for support ashe since supports only want to auto champs, and similar to thresh, you won't be constantly autoing the enemy since they'll be playing around you to avoid the harass.

The original intention of Klepto was something to make supports interesting particularly poke supports (since they use the wards/consumables the most), but in reality it's been picked up by a variety of spellblade users as a safety net to outscale everyone.

Doesn't this make it so that it's possible to waste a potential klepto proc on a minion? I'm not sure if that's your intention, but I think it'll feel really bad to use, even if its power level is fine. This is a way to play around klepto too, though.

It actually has a 2 second cooldown, just like Spellblade (tho spellblade is 1.5s).

Honestly, it doesn't need a rework - it needs to be removed.
