Are custom skins illegal?

Title. Is using a custom skin texture, in game, considered a third party program and thus bannable, or is it allowed.

as long as

  1. the custom skin is the ONLY thing you're using
  2. The skin is only seen by YOU and nobody else in game

However if a program is detected by riot as a 3rd party program you may receive a ban anyway, i recommend playing it safe and not using them

I believe it's allowed, there is an entire site based around custom skins/UI. Even if they don't like it they haven't taken action against it. Unless you accidentally get something that changes it for other players. Since in this case only you can see it and it only effects you.

No. Custom skins are fine.

However, the "use at your risk" needs to be emphasized here. There are a lot of untrustworthy custom skins out there. Be very careful where you get your custom skin.

Using custom skins in an of itself is fine. It's more dependent on what utility you use. If the program only does custom skins and nothing else, then it's okay. If the program is capable of other functions that break the ToS, then you'd be at risk of a ban for that. Even if you never use those other features.
