There are more people who play this game than just you. A lot of people don't have all the runes, or many rune pages. They can't just cater to your desires and wants. They have to think about everyone, runes and rune pages are things everyone needs and wants after. There for, they are putting them on sale.

I would wager less than 10% of the population actually has all their runes / rune pages. This is a sale targeted at the majority.
