The Black Market Brawlers items can be removed from the "item sets" now....

Trying to make custom items sets but its all cluttered with Black Market Brawler items...

It's possible they have future ideas with those items. So, why remove something if you're just going to put it back in the future? Same logic they're using for Wriggle's Lantern. As it's still in the item sets, as well.

It's also possible they don't want to remove those items, because they're related to lore.

Well the reason that makes no sense is because if an item is no longer accessible in the game and it is obstructing otherwise useful features, then it is being far more harmful then helpful. It's the same reason why Heart of Gold and DFG are no longer in the item sets; they serve no purpose. Also, everything that was ever in League is on the wiki, so if you really want to check out items that have had their day, you can just go there.

No. Heart of Gold was removed not because it served no farther purpose. The item was actually broken. That's why the items that built from it got different build paths. DFG was the same thing. It was broken. DFG made some champions quite imbalanced. What would Riot do? Nerf everything that bought it, forcing them to buy it to have the same damage, or removing the item that made them imbalanced? It's kind of why I want Zhonya's to removed. They'd actually be able to balance Fiddle, Kennen, Swain, Morgana, and Zed if they remove it. Also, makes no sense? The items refer to lore. The fact that they're still in the item sets tab is to pay homage of days past. If that doesn't make sense to you, than what's wrong with you?
