Heimerdinger is a genius, he should be able to have the mental capacity to have a potential 2% maximum cool-down reduction beyond any other champion. Having 42% CDR wouldn't make him overpowered, but it would prove his mental superiority.

Limiting heimer players runes or making them waste gold on the 3% cdr over the cap minimum would probably off set the power of 2% cdr. Then again, players would probably just adjust masteries or something stupid in order to get it and not spend much so maybe it doesn't work at all.
Steelflame2 votesOr, you just got it from your masteries because you tend to have overlap overcharged CDR anyway if you have a full 21 in offense (Remember, that last 5% CDR is worth more value than that first 10% is due to how CDR scales as you get more of it).

Having one special rune page just for Heimerdinger would be annoying. You'd usually spend 4 points in Sorcery for 5% CDR on mages anyway. Just give him 2% CDR for free (and adjust his stats to compensate, if need be).
Assuming they want to do this at all. I'm not sure it's worth breaking the rule of 40% CDR for a joke.
