Whats up with the Free Rotation

So I just looked at this week's free rotation and I noticed at the bottom that there was a link to a discussion about how riot chooses the champs for the rotation. Now what I find interesting is the fact that 2 of the factors were: 1: Give new players simple champions to play and 2: Allow players to preview all champions eventually

First of all, if its to give new players simple champions to play, then why are champions like Azir and Lee Sin on the rotation? Why is it possible for new players to try out Yasuo, Syndra, and Zed? Why are they given the option to play champs like Jayce and Orianna? I find it absurd that Riot says that this is for new players yet puts champions that with complicated mechanics and that require fairy extensive mastery to play well on the rotation. I understand its to get their feet wet, but some of these champs are better off skipped if you're a new player-I remember making the mistake of playing lee sin when I was new to the game. It wasn't pretty.

Second, if all of the champions are supposed to be on there, why isn't Yorick? I've wanted to play him but haven't been able to prioritize buying him because of the other gazillion other champions to buy, runes to unlock, and general lack of time to grind for IP. This is what free rotation is for, right? Letting people preview the champs. So why isn't he there? And if the reason has to do with the fact that he's in a weird spot right now, then why don't you just rework him like you said you would. I mean, I'm pretty sure that I Yorick rework is more important than a Shen rework, since people actually play Shen. And I'd much rather have a Yorick rework than a new champion who's probably just Jinx and Shaco's love child.

Can anyone explain to me why this is the case? Am I missing something? Because really, I actually want to know.

Yorick is in the process of getting his long-overdue rework as we speak. He's after Taric.

Yorick is all point and click while being a juggernaut-type champ (lots of damage but melee) so they find him very anti-fun for people to lane and play vs. when they are learning the game, thus they disabled him from the free-rotation.

Poppy was recently released from the same restrictions through her rework; Yorick will have his time :)
