No more RP for new players?

I heard that when you reach lvl 4 or something you get a certain amount of RP. Was this removed?

From what I've heard, yes. Instead you get a free Hextech Chest with a Key from what I understand.

I don't plan on making another account to fully investigate this matter either though. So yeah... I've had this one for about 1.5 years now and plan to keep it for a LONG time to come.
