It's not the first time they've given out skins for free you're wrong, there's the social media skins and then they give some characters classic skins.
There's the free skins for good behavior the other year, I was given judgement kayle skin for free from riot as well.

Most if not all of the 2 free skins are for huge riot screw ups like being down for 2 days second I see your a huge riot fan boy who ignores facts but Hextech system is a complete scam if you own more then 20 skins you will probably get doubles you can do nothing with so yes it is a huge scamtech.
Its ridiculous to get champion when you have all the champions. Its also ridiculous to have those champions break down into things that can only be used to buy different champion cards. That is the problem.
