...you get on your friend's account, they get on yours, and you guys duo queue with each other on each other's accounts?

No, but you can still get banned since sharing account is not allowed.
According to Riot's definition of boosting you would booth be boosting. Would you get caught especially if you live near each other (and play at a similar level)? Probably not.
