Would a MS trinket be worthwhile?

Say it gives +50% MS for 1 second, 90s cooldown? It may or may not cost money to buy. It would have no upgrades itself.

It's a response to mobility creep, where a lot of champions without mobility can't be played because laning is too dangerous for them due to jungler ganks. If they could trade in a useful trinket for a different one that allows them to semi-escape ganks, maybe they would be helped to viability. They could supplement their lack of vision by purchasing wards, just like everyone used to before S4.

Champs who already have dashes won't have incentive to build this, as there is a real opportunity cost in the form of losing a ward or sweeper.

I'm talking about helping champs like Brand, Vel'koz, Annie, Anivia and others who are all unviable because they can't dash like LeBlanc or have massive CC like Lulu. Bjergsen has even said as much before on his streams, that champions without dashes are unviable because they are too vulnerable to ganks.

What do you guys think?

I'd say Annie and Anivia are plenty viable. They may not be highly mobile, but their CC and damage are second to none. Heimerdinger has no dash, yet he is nearly ungankable. The meta may take liking to highly mobile champions, but the does not make slower champions unviable.

To keep it short and sweet: items, champions, and players should form meta. Not the other way around. Riot should not have to cater to the meta.

Personally a response to mobility creep that involves more mobility is just exacerbating the trend. You need something that only the non-dash side of the equation can profit from in a given situation (gank, tower-dive) and not something that's globally accessible by both sides. So something like (just thinking out loud here), increased ms within friendly turret range, a triggered slow if a champion takes turret shots and champion damage, etc etc
