Where are the skin files located?

I've seen and used several custom skins but if I were to make one I'd assume I need to edit the skin files. I remember finding them before and they were DDS (DirectDraw Surface) but I can't seem to find them again. I was wondering if anyone knew where they were.

You can find the client grafics like chammpions splashes directly, but the ingame files (including the load screen splashes) are packaged in a special format.

You need a special program to access those: Skin Installer Ultimate.

It's called installer, but afaik in can also extract the originals.
