I'm looking to change my name, but the account with it is inactive.

The name I wanted to change to belongs to an account with a match history of one thresh game back in june, and no other game ever. It's level 30, but has no activity. LoL Inactive says it wont be available till 2018. Why? Is there anything I can do about this?
